Economic Sciences Corporation's Utility Query, Analysis and Reporting System (UQAR) is a complete information system containing electric and gas utility financial and operating statistics for comprehensive utility analysis. Through a powerful menu-driven system, users can access, manipulate, analyze, report, and graph financial and operating statistics for electric and gas utilities. UQAR's underlying software provides time-series database capabilities and permits analysts to perform rigorous studies quickly and efficiently, without programmer assistance. UQAR users are supported by ESC consulting personnel with extensive utility industry experience.

The Utility Query, Analysis and Reporting System is continually being maintained and upgraded. ESC strives to make this system the most comprehensive, accessible, and usable utility data system available while providing users with the lowest cost utility data source on the market.


UQAR Telelink On-Line
The UQAR Telelink system is maintained, accessed, and manipulated through EMS (Econometric Modeling Software), ESC's software system for database management, analysis, modeling, and reporting. An extensive variety of utility schedule or account comparisons, groupings, rankings, reporting and other analytic functions can be easily and efficiently accomplished through the EMS-based UQAR Telelink User Interface. UQAR Telelink assists analysts in slicing the database, performing calculations, and producing reports without learning utility account identifiers or the EMS language syntax.


PC UQAR
PC UQAR operates on a personal computer and contains all the features of the UQAR Telelink User Interface, with the added benefits of working in the Windows environment. The user can view and print reports, graph data, or transfer the data to other software applications for specialized reporting or analysis. With the PC UQAR user interface, there is no need to learn database software commands or utility account identifiers, so the user can immediately make effective use of the database.



Database Modules

FERC Form 1, Annual Report of Major Electric Utilities
The Federal Energy Regulatory Commission (FERC) Form 1 gathers financial and operating data used for formal financial and performance audits and for investigation of electric rates and rate levels. Collected data include all line items from: · balance sheet · income statement · cash flows · plant in service · depreciation, depletion and amortization · taxes · salaries · operating revenue, sales, and number of customers · electric operation and maintenance expenses · environmental facilities and expenses, and much more. Survey respondents are electric utilities and licensees with sales or transmission in each of the last three years that exceed one or more of the following: (1) 1 million MWh total annual sales; (2) 100 MWh annual sales for resale; (3) 500 MWh annual gross interchange out; or (4) 500 MWh of wheeling for others (deliveries plus losses).

FERC Form 1, Annual Generating Plant Statistics
The FERC Form 1 contains generating plant statistics for all respondent steam, hydro, pumped storage and other small plants owned or operated by respondents. ESC enters this data into the UQAR System for cost of production, capacity and generation analyses and to analyze utility generation mix and age. Data for each plant include: · year of construction · capacity · generation · capital costs · operation & maintenance and · fuel consumption by fuel type.

FERC Form 2 Plus, Annual Report of Major Natural Gas Utilities
The FERC Form 2 Plus module, unique in the market, is expanded to include annual local distribution company (LDC) filings with individual state agencies in addition to the major interstate gas transmission companies that respond to FERC. This all-inclusive database also covers major intrastate transmission and combination utility data as filed with state regulatory agencies. FERC Form 2 data are used by the Federal Energy Regulatory Commission for gas pipeline review and rate-setting, by the Energy Information Administration, state regulatory commissions, and the Economic Regulatory Administration. Collected data include all line items from: · balance sheet · income statement · cash flows · plant in service · depreciation, depletion and amortization · salaries · operating revenue, sales, number of customers · gas operation and maintenance expenses · gas account and · gas purchases.

EIA Form 861, Annual Electric Utility Report
Form EIA-861 is a mandatory collection of data filed annually by each electric utility in the United States, its territories, and Puerto Rico. The survey collects data on: · generation and system peak · wholesale purchases · net wheeling and exchange · sales, revenue and customers by class and · demand-side management programs and impacts. Respondents include each electric utility that provides generation, transmission, distribution, or sale of electric energy primarily for use by the public.

EIA Form 412, Annual Report of Public Electric Utilities
Form EIA-412 provides financial and operating data from publicly owned electric utilities whose annual sales to ultimate consumers, or sales for resale, are 120,000 megawatts or greater for each of the two previous years. These data are published and used in EIA studies of the electric power industry. Data collected include · balance sheets · income statements · expense data · electric sales and purchases · generating plant and · transmission data.

EIA Form 826, Monthly Electric Utility Sales and Revenue Report
Form EIA-826 contains data on electricity sales to and associated revenue from ultimate consumers by class of service (Residential, Commercial, Industrial, Other, and Total). These data are used to study rates and price trends on a monthly basis. Respondents are a selected sample representing different types of utilities (private, public, and coop) spread evenly across the United States. Available through dial-up service.

Delivery Methods
Economic Sciences Corporation provides several methods to access the UQAR System. Users can choose:

Telephone support is included with all modules. ESC also offers a full range of consulting services utilizing UQAR and our other resources.

ESC is continuously updating, revising and expanding the UQAR System. All subscribers will be provided with the most current, accurate data possible and with new versions as they are released. Subscribers will be notified of any changes made to the System.



Other Services
Economic Sciences Corporation provides customized information services using the UQAR System and our available resources. These services are designed to meet specific reporting and analytic needs. Selected data can be retrieved from the database, analyzed, and reported in accordance with specific client requirements.
